Vice President of Operations, TEiC
Tim is Vice President of Operations at TEiC, with over 30 years of experience in industrial construction and maintenance for the power and chemical industries. His career spans from hands-on field work to executive leadership, beginning as a craft boilermaker and welder before advancing through roles as plant electrician, AutoCAD designer, project manager, field engineer, area manager, operations manager, and director.
Throughout his career, he has led a variety of high-profile initiatives, including electrical services, gas power, water and wastewater treatment projects, and scrubber projects. In his current role, he oversees operations nationwide, ensuring safe, reliable, and efficient project delivery while maintaining TEiC’s strong reputation for quality and integrity.
Tim holds a Bachelor of Science degree and continues to champion professional growth through leadership and mentorship. Passionate about developing the next generation of industry leaders, he is committed to fostering a culture of excellence, safety, and teamwork across all TEiC operations.
Director of Construction, Vogt Power
Jake serves as Director of Construction for Vogt Power, where he also oversees the company’s Field Service group. Since joining Vogt in 1998 as a Construction Technical Advisor after earning his degree in Materials Engineering from Georgia Tech, Jake has built an extensive career spanning nearly three decades in HRSG (Heat Recovery Steam Generator) construction and inspections.
Over the years, he has taken on progressive leadership roles including HRSG Inspector, Manager of Field Service, and leader of HRSG Inspections. His expertise centers on HRSG new construction and inspection, where he has driven initiatives to improve constructability and reliability. He has personally inspected hundreds of HRSGs across the country and around the world, including in Brazil, Venezuela, Argentina, Chile, Peru, Turkey, India, Thailand, Puerto Rico, and Canada—making him a recognized authority in the field.
Jake’s contributions have been recognized by industry peers, most recently with the Best Presentation Award at the 2024 CTOTF Spring Conference. In addition, he maintains contractor’s licenses in Georgia, Mississippi, and Arizona, and is pursuing licensure in Florida.
Outside of his corporate leadership responsibilities, Jake is committed to advancing knowledge-sharing and supporting customers in the aftermarket space through inspections and practical guidance.
VP Business Development
After graduating from NC State University with a degree in Materials Science and Engineering, Neal Holden served ten years in the military as an Ordnance Officer, managing maintenance facilities, staff roles, and culminating as Company Commander in the Middle East.
He then joined Vogt Aftermarket for five years, contributing across business development, project management, HRSG inspections, proposal development, and project oversight. Following that, he transitioned to Progress Energy (later Duke Energy) as an HRSG Fleet Engineer, undertaking roles such as CT Engineering Manager and Maintenance Superintendent at a major combined cycle facility.
Returning to the Babcock Power team in business development, Neal now focuses primarily on combined cycle projects for Vogt Aftermarket. In his capacity as Regional Vice President, he oversees initiatives from unit inspections to project development, combining deep technical experience with strategic leadership.
Neal is deeply passionate about the combined cycle industry, viewing this as an ideal time to contribute. He values the collaborative relationships among teams at Vogt, BPI, and customers—often likening them to working alongside friends—and feels fortunate to be part of this work.
Vice President of Operations, Vogt Power
Vignesh Bala is Vice President of Operations at Vogt Power, where he leads the HRSG Services team and works closely with TEiC and BTA to deliver high-quality aftermarket solutions. With more than 13 years of experience in the power generation industry, Vignesh has built his career around thermal engineering, HRSG process engineering, and customer-focused service.
Vignesh began his career at Vogt Power in 2011 after completing both his B.S. and M.S. in Mechanical Engineering from the University of Southern California. He started as an Engineer in Training and soon advanced to Applications Engineer for the Capital Team, supporting preliminary HRSG designs. In 2016, he transitioned into the HRSG Services division as an Account Manager, where he developed projects across the Western and Central United States, supporting customers with technical challenges and project needs. In 2020, he assumed leadership of the aftermarket team as Director of HRSG Services, before being promoted to his current role as Vice President of Operations.
Over the course of his career, Vignesh and his team have executed numerous HRSG retrofits, developing innovative methodologies and spearheading industry-leading work in HRSG re-rates. He has shared his expertise widely, delivering more than 15 conference presentations and authoring multiple technical publications, including three articles in Combined Cycle Journal on HRSG re-rates and another on fast starts in a UK-based power magazine.
In addition to his engineering degrees, Vignesh holds an MBA from the University of Louisville. He is deeply passionate about customer service and building long-term relationships, finding his greatest motivation in solving challenges and delivering reliable solutions for customers across the power generation sector.
Manager of Intercompany Operations, TEiC
Justin is Manager of Intercompany Operations at TEiC, bringing over 11 years of experience in the power and oil & gas industries. His career has focused on HRSG retrofits, where he has developed a strong foundation in planning, project coordination, and field leadership.
He began his career with a pipeline company as a Field Engineer and Project Coordinator before joining Zachry, where he advanced into planning and management roles. At TEiC, Justin has served as Area Supervisor and Area Manager, progressing into his current role overseeing intercompany operations.
Justin holds a Bachelor of Science in Construction Engineering and Management. His professional journey reflects a steady progression through hands-on fieldwork, project planning, and operational leadership, with a continued focus on supporting TEiC’s work in HRSG retrofits and related projects.
Business Development Manager, Vogt Power
Zak Johnston is a seasoned leader with a diverse background spanning military aviation, business development, and communications. After earning his bachelor’s degree from the University of Kentucky, he served for ten years in the United States Army as an Aviation Officer and UH-60 Blackhawk pilot.
Following his military career, Zak earned his MBA from Bellarmine University and is set to complete a graduate degree in Communications in May.
In his current role as Business Development Manager at Vogt Power International, Zak focuses on driving growth in North America through new combined cycle and simple cycle hot SCR projects. He is deeply passionate about advancing the electrification of the economy and takes pride in meeting customer needs through a consultative, solution-oriented approach.
Director of Sales – HRSG Services, Vogt Power International Inc.
Greg Rueff is Director of Sales – HRSG Services at Vogt Power International, a Babcock Power Inc. company. With 17 years of experience in the power industry, Greg has built a career spanning thermal design, engineering, proposals, and sales leadership in the HRSG sector.
He began his career at Vogt in 2008 as a Thermal Engineer before advancing to Applications Engineer, where he was responsible for designing innovative, state-of-the-art HRSGs. Over time, Greg transitioned into commercial and customer-facing roles, serving as Account Manager and later Manager of Proposal Engineering for Aftermarket services. For three years, he led Vogt’s Proposal Engineering Group, overseeing all aftermarket proposal work and driving technical excellence in customer support.
In his current role as Director of Sales – HRSG Services, Greg focuses on strengthening customer relationships, expanding Vogt’s market presence, and guiding clients through comprehensive HRSG service solutions. He has shared his expertise at major industry events including EPRI BRIG, CCUG, CTOTF, and HRSG User’s Group, and has contributed thought leadership pieces to Combined Cycle Journal (CCJ).
Greg holds a Bachelor of Science in Mechanical Engineering from the University of Kentucky. His background in HRSG thermal design, combined with his leadership in sales and services, positions him as a trusted partner for customers navigating both new projects and aftermarket needs.
Vice President of Sales, Vogt Power International, Inc.
Julie Fisher is the Vice President of Sales at Vogt Power International, Inc., bringing over 13 years of experience in the power generation industry. Throughout her career, Julie has specialized in Heat Recovery Steam Generators (HRSGs) and combined cycle technologies, contributing to the company’s continued success in delivering innovative and efficient energy solutions.
Julie began her career at Vogt Power as an Application Engineer, focusing on thermal design. Her technical expertise and passion for engineering excellence led her to advance into the Proposal Engineer role, where she honed her understanding of complex project requirements and client needs. Transitioning into a commercial capacity as an Account Manager, Julie built strong relationships with customers and partners, leveraging her technical background to drive strategic sales growth. Since 2020, she has held multiple leadership positions within Vogt Power’s Sales organization, culminating in her current role as Vice President of Sales.
Her early inspiration for a career in power generation came from an internship at a 1960s-era positive pressure coal-fired power plant, where she developed a deep appreciation for the energy industry. While she enjoyed the hands-on work of boiler crawls and unit walkdowns, she was particularly drawn to the challenges and innovations of new equipment design and development.
Julie holds both a Bachelor of Science and a Master of Science in Mechanical Engineering from Rose-Hulman Institute of Technology, and she is a licensed Professional Engineer (Mechanical) in the state of Kentucky.
Beyond her professional achievements, Julie is committed to advancing the engineering community. She has served on the NCEES PE Mechanical Exam Development Committee since 2017 and currently leads as Committee Chair (2023–2025) for the Thermal and Fluid Systems exam, helping shape the standards for future licensed engineers.
